Communications Bus for 100s of Docker Containers to Talk to Each Other

A small amount of containers collect information (json), then stream it a central processing container (we do not want buffering!), which selects other containers to do coordinated tasks based on this information. The containers are both in the cloud or our own servers in different locations.
The big issue is how to know how to keep track of where the containers are (their IP addresses if they move) and to ensure low ping times. I don't know the best solution. New containers will be created every day, sometimes with different IP addresses.
Golang is best, c can be okay also.

Inside of the containers, processes output things to stdout. Other containers have processes waiting for commands in stdin. This communications program should move those things to the proper containers. (The destinations are known.)
