First of all, let's clarify what is meant by a template in this case:
1) An editable template with a frame that stands or hangs in a certain environment (like in your examples), where you can insert a certain (already prepared) picture?
2) Or automation that will transform a regular photo into a painting imitation?
The first can be done without problems.
The second will be more complicated... because in your examples, these dogs seem to be hand-painted, not just processed by an automatic method - I'm not sure if automation can achieve such a result.
The price and deadlines are currently tentative.
