Chatbot on aiogram to confirm applications for the channel

- Automatically receives the application for access to the closed channel in the telegram.
Once the bot has accepted the application to log in to the channel, it sends the first message to the user.
User IDs are collected to the database.
- You can make mass messaging on users who have not stopped chat-to-work. Format: text + image.
