Import and functionality on the open card

The import system was completed with 1C, new parameters were awarded when importing and a scripture of verification of goods was awarded to the presence in the import file. Turn check for the time of upload of the file from import, if it has not arrived within an hour that it went not so and requires check - the sending is notified by mail to all administrators. Added functionality for working with dealer and offshore.
