Parsing the auto.ria website + sending notifications to Telegram

Application features:

- Parses ad links for a pre-defined car category and saves them to a database.
- Sends notifications about car trade-ins with an additional fee. The trade-in offer messages are always different, but with a clear meaning, thereby preventing autoRia from blocking them for spam.
- View notifications directly in the autoRia dashboard and click on them. Send leads (confirmed trades) to the Telegram group for immediate response and closing of clients.
