RST mailing list in Python.

Application functions:

- Parses ads, adds them to the database
- The second step is sending messages to the ad links from the first point.
Each mailing message is taken randomly from the general list of messages for mailing.
To prevent RST from reaching limits, pauses are introduced:
each iteration: from 5-10 sec
every 10 messages: from 30-45 sec
every 100 messages: from 15-20 min
- Interaction and script configuration occurs through the TG bot
