Subsequently, support responded that they CANNOT RESTORE access to the advertising account.

Solution: re-contact support with a change in the wording of the request.
It was possible to clarify that the problem was due to incorrectly provided personal data.

The ability to change personal data appeared after a few more contacts with support and discovering a way to bypass the block.
