Modification of ANPR-BASED APPLICATION for parking manag. & access con

Looking for an experienced programmer who has worked with the CCTV camera recognition System /Access control System. Below attached User Manual of the existing application along with the Developer Documentation.

Required modification:

Leasing dept. should be able to connect Appartement-Parking Slot - quantity of cars ( can be registered unlimited quantity of cars for one slot but only one of them can enter the parking). 

ANPR System must verify on the entry gate if the car is "registered", will check if any of registered cars are "parked already" and only then will open gate barrier for entry.
