Develop an individual commercial proposal

I cannot recommend for collaboration.
We discussed the terms and deadlines: a layout of "no more than 6-7 pages" and more. A lot of texts and materials were provided, I suggested immediately increasing the number of pages to at least 9-10 – the client categorically refused, explaining that "this is not a presentation, but a commercial proposal, so 10 pages is too much." In fact, both the texts and content were reduced, and the number of pages ended up being exactly 10.
At the same time, the content on each page changed from 3 to 6 times – each time new layouts had to be made and shown how it would look, data in the charts changed, table contents changed, and the number of texts changed many times. You make yet another endless change and see how the text content in the file changes again before your eyes… And according to the previous agreement, the provided text was supposed to be approved.
Then the layouts and fonts were checked with AI. Then the quality of the PDF with clean vector was unsatisfactory (I don't even know where and how she looked at it), we even had to involve the site administration to check the quality of the layout.
Or, another example, the task was to develop a commercial proposal in a horizontal format, you make the first 3 pages for approval and it turns out that it needs to be vertical.
Also, deadlines are not met; after 2 extensions of deadlines, not all approved materials were available. She asks to complete all the work over the weekend, you put everything aside and do it, and the client disappears until Thursday…

- What is written in the terms of reference does not matter at all.
- A lot of unagreed and unpaid work.
