По первому пункту - обычный бот такого делать не умеет. По второму пункту - нужно немного детальнее тз для оценки и сроков.

Можно удалить пользователя из чата, где бот будет администратором. Сам бот (api) не хранит данные о чатах, в которых он присутствует - это нужно будет хранить в базе данных. Также есть вопросы по отчетам. Например, откуда будут браться данные (список) руководителей и офисов или кто и как их будет вносить? Куда будет передаваться статистика или как ее обрабатывать?
