Need a collect call system, voip system, in which users can be given a number generated a system that allows Canadian users to collect call that number. The number has to mimic or be land line, the numbers generated will be system allowing users in jail to make calls people not in jail. So the numbers that are going to be assigned to users outside, but the jail system only allows jails to call land lines, so i need numbers that can be issued to cellphone/non land line enabling the user to communicate with people in jail.
problems/task to over come
1 - create voip number that mimic land line that allows cellphone users to communicate with people in jail
2- connectivity has to be stable connection, calls must be clear and calls uninterrupted
3- Multiple users will be using this at the same time/100+ calls a day
potentially I see many future problems but these are the major ones, I am looking for someone who understand my project and help me, all help is welcome, and prices and terms can be discussed.

The essence is simple: a VoIP system is needed that will generate Canadian numbers, appearing as landlines (for example, with area codes 416 or 905 for Ontario), and at the same time work with mobile devices. These numbers are required for prisoners to communicate with the outside world — they must pass verification on the prison telephony side as regular home numbers.
We will implement this through proven VoIP providers who have direct access to the Canadian numbering database. We will register the necessary pool of numbers, configure routing so that calls are stable, with good quality and no delays. Considering the need to support loads of dozens or hundreds of calls per day, everything will run on a scalable VoIP infrastructure with fault tolerance — Asterisk or FreeSWITCH, plus SIP proxies and monitoring.
The user receives their number, the system recognizes who is calling and where, and simply transparently connects them via the VoIP server. Everything is encrypted, logged, and scalable.
Regarding testing — yes, initially we will provide a working number with an Ontario code, so you can verify that it is “accepted” by the prison system and functions properly. This is the first step before starting the main work. Our team is ready to connect, discuss everything, and set it up turnkey.
