а 2 рівень, він взагалі активним має бути? Що має випадати якщо вибрати 2 рівень ? - знову 3 рівень?

Так. Кожен рівень є активним. Тобто можна перейти з 2 рівня на 3 але при цьому можна клікнути і на назві 2 рівня. Все лишається як є. міняється лише вигляд.
