You can add them the Weight attribute and update the image to a higher quality, as it looks on the Holiday page.
Then, when changing data in the product itself - it will be updated on these pages as well.
Sorting can use the standard one, or you can create your own specifically for this page.
Products do not need to be deleted - it will be enough to Disable them or create an additional status for this page.

These pages can be made categories, not informational.
The background image can be uploaded like a regular image of Categories, Products, etc.
The text content (description) will remain standard as everywhere for editing (without markup).

The form is static and most likely sends data to the administrator's email (you can create a separate additional functionality for applications in the admin panel).
If needed, data can be sent to the CRM.
