Without a cloud service, without a static IP and/or without a VPN, you will not be able to connect to the NVR remotely. Whether a VPN can be set up needs to be checked, as it depends on whether the video recorder has such an option or if an additional router with VPN client functionality (specifically a client, not a server) needs to be installed. A VPN can be set up on a home router if you have an advanced router at home that supports a VPN server and an external IP address is ordered from the provider, or you can order a VPS from a hosting service.
