Flash is no longer supported in most browsers, then you need to do an animation either in the gif or in the html5. The hype always has fixed sizes and changes proportionally (both in width and height whileining the proportion of the sides). But with the weight of 50K and such sizes, the animation there't do anything.
HTML5 requires complete technical requirements. The banner can either stretch along the width (strength) or proportionally. Because TT in your writing sounds like "to draw two red lines, but green."

You need a html banner rather than a flash.. You also need full technical requirements, not just a weight limit.. and not understandable one or two?
