всё можно сделать но не всё вы сможете потянуть по деньгам.
а так лучший вариант вам смотреть эффекты которые есть на сайтах и уже по ним продумать какие и где использовать у себя на странице.
а то вариант делать чуть ли не везде видео - ну так себе решение.
