Outputting the image is easier. But from your specifications, I understand that sound output is needed. This may require a more radical approach or pre-configuration of the PC if the output needs to be separate and independent (a separate output from the sound or video card).
If a separate sound output is not needed, then the simplest solution is to output through the browser in full-screen mode.
