    Как-то все смешали в кучу. ТЗ прикрепленное для разработки програмного продукта и раздел для работ выбран HTML-CSS.

    В принципе, раздел правильно выбран, нужно сразу сделать дизайн а потом под него уже делать софт. Может как-то постановку перепишете? а то люди не поймут что от них хотите
