Creation of an admin menu in LUA for the FiveM server (GTA V)

Please create an admin menu in Lua that will be used to manage functions on the GTA V server in the FiveM environment. The menu should be displayed in a graphical system, in the form of arranged tiles on a panel. Each tile should contain the name of the function in English and a space for an additional description that can be filled in later.

Requirements:

• The menu must be intuitive and aesthetic, with functions assigned to the tiles.
• The tiles should contain the names of the functions (in English).
• Under each function name, please leave space for additional information regarding the function's operation.

Functions to implement:

Player management:

• Kick/Ban one player: Excluding a single player from the server or imposing a ban.
• Kick/Ban all players: Excluding all players from the server or imposing a ban.
• Spectate: Observing players without their knowledge.
• Teleport: Teleporting a player to other locations in the game.
• Revive/Heal: Healing or reviving players.
• Give Money/Items: Adding money or items to players' inventory.

Server management:

• Restart server: Forcing a server restart.
• Manage vehicles and objects: Creating, deleting, or modifying vehicles and objects in the game.
• Change weather and time: Controlling weather conditions and the time of day.
• Check logs: Access to server logs to monitor player actions.

Gameplay:

• God mode: Enabling immortality for a selected player.
• Freeze/Unfreeze: Stopping player movement.
• Give weapons: Adding weapons to a player's inventory.
• Give vehicle: Assigning a vehicle to a selected player.
• Monitoring cheaters: Tools for detecting and eliminating cheaters.
• Tag admin/vip: Marking players with flags (admins in red, VIPs in gold).
