Здравствуйте. Можно реализовать ваш проект на Unity С#+PHP+Mysql. Имеются ли у вас все графические материалы? Предлагаю выполнить в 3D после чего можно будет задать нужный ракурс изометрию т.к. будет проще и больше возможностей в плане механики.
