Как то делал распозвание автомобильных номеров. Но там алгоритм был такой - программа все время работает и по сокету срабатывает тригер и номер фоткается и как только фото есть распознается номер ... далее в том же приложение но другой скрипт проверяет и выполняет другие действия ....
