If the Joomla database is deleted and there is no backup, it is technically impossible to fully restore the site "as it was" (articles, menus, users, component settings) — almost everything in Joomla is stored in the database.
However, it is possible to "bring the site back to life" using your files (template/extensions/modules/media): the site will launch, the design will be there, but the content will need to be restored/migrated from cache/Wayback/copies or created anew.
What I can do
- File audit: determine the Joomla version, template, installed extensions, presence of caches/exports.
- Deployment: clean installation of the same Joomla version + new database, connecting config.php, table prefixes, access rights.
- Restore appearance: install the template, modules, positions, main components/plugins, connect media from /images.
- Restore structure/content (if needed): extract pages from Google Cache/Wayback, create 301 redirects for old URLs, manually restore menus and key pages.
