1. Hosting any software, including any MQTT broker, is not a problem at all. I do not have experience specifically with MQTT brokers, and probably few people have, and even fewer have tried many free alternatives at once and, importantly, have tried them recently, as knowledge "expires" over time, since brokers are constantly updated, improved, and even worsened (for example, in terms of licenses). Therefore, I cannot recommend any right away. BUT! I can study the available options considering your requirements, review their documentation, and we can even try them all together and set them up on the server for testing to evaluate them in practice and provide a more objective assessment (both from my side and from yours as a user). This way, we will definitely arrive at the best solution. Plus, there are not many truly free and good solutions, for example, EMQX and Mosquitto have non-standard licenses for commercial use. You have commercial use, as I assume.
2. This point completely depends on which broker we choose in the first point. But I already know and have studied some things before making this bet. For example, Mosquitto is considered quite lightweight in terms of resource consumption.
It is difficult to specify a price for such a consultation, as it is entirely based on studying an unknown duration and an unknown number of brokers.
