One bot in Telegram, through which: Those who submit applications (initiators) - create applications, see their active and closed ones, receive notifications about any changes to the application, and can write comments. Those who execute (executors) - see the applications assigned to them, take them into work, mark completion, and write comments. Those who verify the result (validators) - see the applications for verification, confirm completion, and close the application. Supervisors - monitor all applications in a separate panel, and if necessary, can reassign the application or return it for revision. Applications will be closed by validators, not supervisors. Everything is conducted in one application from creation to closure: description, comments, who did what, who transferred to whom - everything is stored and visible to those involved in the application.

Hello. I read the technical specification. This is a serious system. Essentially, it is a full-fledged Service Desk / Jira within Telegram.
A simple constructor will not be enough here because of the complex logic of statuses ("the ball" moves from the executor to the validator, and the supervisor has God Mode). Custom code needs to be written (Python + Database).
I propose the following implementation:
🛂 1. Role-Based Access (Roles) - the bot automatically determines who is writing (Initiator or Validator) and changes the buttons. The executor will not see the "close ticket" button, only the validator. Protection against foolishness.
🔄 2. Transparent Log - the main feature is history. Under each request, there will be a thread showing who took it when, who wrote what, and who returned it for revision. No one will be able to say "I didn't see."

🔔 3. Smart Pings - we will add reminders. If a ticket is "under review" for more than 24 hours, the bot will ping the validator. To ensure work does not stand still.
💰 Budget: €1300–1700 (depends on the admin panel: whether we make it a web interface or keep everything in Telegram). ⏳ Timing: 3-4 weeks.
