Ask yourself the question: are you sure it always executes exactly in 3 seconds?
Running another one in parallel is a very bad idea; if you have a parser, it could be that you are blocked or there are network issues.
I have worked with Hetzner myself, so as a result of my work, I offer recommendations for troubleshooting the problem and possibly eliminating the root cause of why this particular script hangs—network errors, script implementation, or simply a poor systemd service because it needs to be written with timers; otherwise, it only needs to start the program and restart it if it crashes. It is not designed for cron jobs out of the box.
