Нужно заставить сервер отдать ответ 200 при обращении к файлу в корне сайта.
при обращении к htm документу, который лежит в корне сайта - код ответа 200
при обращении к html документу, который лежит в корне сайта - ответ 404
пример двух документов, которые лежат в корне с разными расширениями
http://www.pspland.com.ua/db_error.htm - 200
http://www.pspland.com.ua/db_error.html - 404
при этом страницы страницы на сайте имеют расширение html
пример страниц http://www.pspland.com.ua/product/Assassin-s-Creed-Odyssey-Omega-Edition-russkaya-versiya-PS4.html
документ, который должен отдать 200 статус http://www.pspland.com.ua/google4bc6cb2b9e7142ea.html

У вас же в правилах прописано отдавать 404 когда запрос идет HTML

ну вот задача в этом и состоит, чтобы убрать правило/добавить исключение.
т.к. единственное правило, которое содержит запись 404 - ErrorDocument 404 /redirector.php?404 при удалении ничего не решает.
