Сделать оценку сложности настройки почты конкретно в вашем случае без подробностей что именно вы хотите получить, сложно. Есть вопросы которые решаются за 15 мину, пол часа, в некоторыхх случаях может понадобится и пол дня. Хотите вы этого или нет но для того что-бы найти исполнителя необходимо уточнить задачу, если бы я брался дать оценку по затратам времени, меня бы интересовали ответы на вопросы:
1) на какой системе не работает почта linux/windows/shared-хостинг
2) отправка не работает на сайте или у пользователей которые подключются через почтовую программу
3) есть ли у вас доступ у управлению ДНС записями домена на котором не работает отправка
если с ответами на мои вопросы у вас возникают трудности, то и оценить сроки/стоимоть это будет пальцем в небо.
