скорее всего, вся проблема в дешёвом хостинге, возмите хороший ссд хостинг и всё будет летать

Не согласен. 15-20 сек, даже на древнем IDE - массиве (что оооочень маловероятно) это очень много. Так что даже замена на VPS с SSD проблему никак не решит.

Уж мне то ее учить не нужно. Вы вывалили сумму в 2500 грн, но так и не понятно за что, да еще и с предоплатой. Каким образом цель создания сайта отображается на проблемах с установкой плагинов?) Или же на скорости админки? Аналогично и то, сколько сайт находится в онлайне. Заказчик пришел с конкретной проблемой (причем довольно мелкой и быстро решаемой), Вы же пользуетесь его незнанием и навязываете услуги о которых не было и речи. ИМХО.
P.S. Вы еще предложите человеку сайт переделать с нуля)
