I suggest starting with Stage 1 according to your specification: technical prototype (hall shell, first-person navigation + orbit, 3-4 exhibits from the test CMS scheme, embedded panorama with transition) and approval of the stack.
Free until the choice of the performer: a live mini-prototype in the browser (hall + navigation + 1 panorama + 2 exhibits from the config) in 3 days — you will evaluate the approach not by words.
Questions: 1) department server — is there a GPU for LMS, or are we planning CPU quantization? 2) are the panoramas already shot? 3) is there a 3D model of the hall shell, or do we make a simple neat shell ourselves (honestly: without photorealistic art, we are engineers, not 3D artists)?
The rate is approximate for Stage 1 + pilot hall in basic configuration; the final estimate — after approval of the stack. For transparency: I make code drafts and research with AI tools, architecture and final quality I check manually.
