I offered him to pay half for the work, but in advance to get access to the account created on my hosting and the files necessary for further work, the contractor returned online after two hours and accused of "hysteria" began to argue with me as a client that I was wrong and used blackmail until I pay half - he will not provide information, although I remind you that he completed only 1 point out of 5. I applied to arbitration, there were 3 hours left before the closing of the project and the arbitration decided that the work was not done. Speaking about the complexity of the work, it was not difficult - to install a couple of plugins and change the placement of objects on the page.
