Parsing photos + converting to WEBP format

I need to create a tool for parsing photos from a specific website + converting photos to WEBP format + if the size of one photo in WEBP format is more than 120 KB, compress the photo to 120 KB.

A bit more detailed: 

1. Need to parse all photos of a specific product from the provided link (photos will be downloaded in JPEG format)

*here I clarify about the quality of photos, need to download photos in the best quality, not in the size of 512x512 but in the size of 2560x2560

2. Next, need to convert photos to WEBP format

3. If the size of one photo in WEBP format is more than 120 KB, then compress it to 120 KB

*4. Preferably rename each photo (it doesn't matter how, just give a different name to the photos) 

5. Save on some cloud storage, for example, on Google Drive in a folder.
