I have experience, I have done similar things and much more complex ones, but here the question right away is how much you are actually willing to pay for this and what additional functionalities or features should be in the final product.

You said there is a technical specification that you will send in private, please send it to me, I will see what can be offered, because as far as I understand, the program will be at a normal price and here the question is more about how much you are willing to pay for a solution to develop such a product.
