Yes, there are empty lines, let every third one be - then it will be 310 pages. Manual processing of such volume at the declared budget is not an option. I do not exclude that there will be an enthusiast with free time who will do this programmatically for the specified amount.
I also propose automatic conversion (I can write a corresponding script) at an exorbitant price. Deadline with a margin, as in such tasks problems often arise, associated with the irregular structure of the input file, which need to be resolved manually.
