1. Что имеется в виду под встроенными библиотеками Visual C++? Только CRT или можно и STL, MFC, ATL?
2. Из формулировки задачи неясно, но здравый смысл подсказывает, что должно быть графическое приложение (соответственно - MFC или ATL)... или всё-таки консольное?
3. Для какой версии Visual C++ нужен проект?

2. В консольном приложении мяч отобразить-то можно (напр., буквой О), а вот внятное отображение моста с арками - нетривиальная задача. Как интерфейс программы должен выглядеть-то?
4. Конфигурацию арок можно задавать в коде программы или нужно чтение из внешнего файла?
