can't apply process slot for – indicates that your account is exceeding the limit of PHP handlers. A total of 5 handlers are allocated to your account, and if they are all busy, other requests are not processed. This problem may be related to the execution of some very resource-intensive scripts, or these scripts are simply poorly written or their use is unjustified, for example, constantly creating a reduced copy of an image using PHP instead of creating and saving that copy on disk. Similar problems can also be caused by erroneous requests from search engine bots, leading some scripts into a deadlock or infinite loop. Another reason may be complex and poorly written SQL queries that simply take a very long time to execute.

According to the mod_fcgid log, the limits of PHP processes (you have 5) are being reached, which is causing new requests to not be processed and the site to "hang." Cloudflare does not fix this if the issue is within the site/database or if bots are bypassing the cache.
I propose:
1) quick stabilization (limit bots/heavy URLs, enable necessary CF rules),
2) diagnostics based on logs (which URLs/scripts/crons are occupying handlers),
3) targeted optimization (cache/images/SQL/modules).
… To start, I need: access/error logs for the problematic period, a list of cron jobs, and access to the admin panel/FTP (SSH). After diagnostics, I will provide an exact cost and timeline for the fixes.
