SMS/Push application from phone (Android) to Telegram

We need software that can instantly send SMS/Push from Android to Telegram.
It should have a recovery function in case of loss of connection or if the phone freezes. If an SMS or push fails to send due to some error, the program should automatically recognize it and send that message to Telegram.
The software should be as simple as possible; the person should just install it on their phone and grant all permissions for reading and sending notifications. The program will be installed on several phones and will send messages to different Telegram bots. An example can be taken from SMS forwarder.
The program is needed as soon as possible!!
Detailed example:
Suppose we need to receive pushes/SMS from a specific phone; for this, the person must install the program on their phone, and the program should prompt them to grant all permissions for reading and sending notifications. The person logs in with their username and password or authorization key, and we should have access to issue new accesses or revoke current accesses.
We have Telegram bots to which these notifications need to be sent; we issue an API token in the following format WEBHOOK https://api.telegram.org/bot7142672033:AAEtQMfmZ8lpDh4n92--L0HimVFiwWHn-gw/sendMessage?chat_id=6837840441
Also, in the window where we enter the webhook with the API token of the Telegram bot, there should be 3 fields for selection:
1. send notifications only from SMS
2. send notifications only Push
3. send notifications Push and SMS
If our bot is not working, a different token is manually issued and inserted instead of the previous one.
Then the person enters it on their end, after which they should see a button with any test message to check the functionality of the program and the bot.
The program should also read errors; for example, if the push is not delivered to Telegram for some reason, the program should recognize this and resend it.

Допустим, нам нужно получать пуши/смс с определенного телефона, для этого человек должен установить программу на свой телефон, программа должна предложить ему дать все разрешения на чтение и отправку уведомлений. человек заходит в неё под своим логином и паролем или ключом авторизации, у нас должен быть доступ для выдачи новых доступов или отмены текущих доступов.
