Your task is an interesting engineering and legal challenge. I have experience in designing similar multifunctional structures and work in ArchiCAD, which allows for accurate calculations of material volumes and visualizing constructions of any complexity, including retaining walls on the terrain.

Regarding the legal-technical approach:
The main goal is to classify the object as a "temporary structure" or "economic building without deep foundation." According to the CMU Resolution No. 406, devices (canopies) that do not have signs of permanence do not require permitting documents.
