Advertising campaigns on Google Ads

There are three options for creating advertising campaigns
1. With created creatives
2. Creatives need to be created independently
3. Changing creatives or adjusting the audience on an already existing advertising campaign
Advertising campaigns can be for searching for people, for purchasing certain positions, or for advertising the company.
Please provide a cost for both options.
I propose a collaboration in the following format: We approve the creatives, after which you set up the advertising according to the specified filters. Then you need to check 1-2 times a week to see if the advertising is working, if there is money left in the account, if not, then the account will need to be replenished, or if the cost per click or view is not rising too much. I am interested in the cost of such a work format per month for one campaign (launching + managing throughout the month).
I do not ask for additional reporting, just that the advertising is active and occasionally adjusted as needed!!!
The account is created, cards are linked, advertising has already been launched.
I appreciate suggestions for improvement and personal opinions regarding the advertising, I want to hear feedback and if there are problems in the work, they should be brought up for discussion.
