В первую очередь для telegram, но возможно как дополнительная опция для рассылки по email.
Основной фишкой должна быть минутная обновляемость.
Я слабо представляю какие ресурсы для этого нужны ( в плане серверной части, времени и т.д. ) потому цена условная.
