Naturally, during this period he did nothing, which raised doubts about his competence. I am far from an ideal customer, I do not have a clear TOR, but I can always agree if my expectations do not match the declared financial injections.
Separately, I want to say about the portfolio: the studio in which the freelancer allegedly worked does not know anything about him, after contacting real developers, the works from the portfolio were removed (at the time of the transaction there were about 39 of them), though not all of them.
