This is not the first project we order. Having chosen this performer in the person of Yulia and her team, we proceeded to a preliminary discussion, because we wanted to find out what resources this team (specialists) has. It was difficult to get a conversation directly via Skype through the microphone, she avoided it at the beginning and already doubts began to creep in. At the beginning of the conversation, Yulia answered us: I would talk to you, but I am not a technical specialist.
Julia Veselskaya responded to our request to speak with at least some specialist: Dmitry. it’s not hard for me to connect you with PMs or developers, but their time spent on discussing the project is paid ..

One conclusion suggests itself, Julia is apparently an intermediary who distributes the order among people who are completely unrelated to her (specialists), on the face of misleading us that they have a team of specialists. It's just that they don't want to work with us and give answers to our questions that arose when compiling the TOR for them.
The management of our enterprise at the meeting decided that it makes no sense to continue to cooperate with Yulia.
We sent a message: Due to the fact that you did not provide at least some specialists that you have, as you claimed, to consult on the preparation of the TOR for you. The management of our enterprise is forced to cancel the order.

That is, he put us as performers without our consent (on our part, an application for participation was submitted, and correspondence was conducted on this service, but there was no accuracy whether we would carry out the project or not, because the client could not provide the Terms of Reference (TOR) and could not logically explain what system he needed, on what technologies, with what budget).

Within a few days, the correspondence moved to Skype and Dmitry wanted to tell me all the details. Dmitry tried to call me, but the call failed, because I had a rally with a client at the same time. I asked Dmitry to clearly formulate the requirements, so that I:
A) understood which of our programmers he should talk to,
B) understood the approximate time frame and cost of his project.
During the conversation, because I could not answer, he:

That is, I could stop all communication immediately, realizing that the "client" does not adequately respond, and even with grammatical errors. Questions were also asked about the budget of the project, but no answer was received.

I called Dmitry back, and we briefly talked, he gave me several sample programs that can be analogues for further understanding of his project, we conditionally agreed to contact the next day.

The next day, he did not write anything, we spent half a day clarifying the details and questions with the developers, who, as a result, sent to Dmitry in order to start the entire development process faster and help him finish the TOR, or if he was unable to do it, write by ourselves. At the end of the working day, there was a need to contact Dmitry, but he was unavailable. All negotiations were postponed until the next day.

I think that Dmitry's review is absolutely illogical, a letter was written to Dmitry explaining all the details, but he did not react in any way ..

There may be difficulties with this client, the client is not competent in this matter, cannot form clear requirements, is very quick-tempered and emotional, in matters of reputation, communication and money matters - he leads an irresponsible approach.
