There are two different ways to do what you want.
1. in the browser constantly (e.g. once every 5-30 seconds) ask the server if something new has arrived and send a notification if it has arrived
2nd To lift the server on sockets, such as nodejs. Connect it with IIS. When you download a page to establish a link to this server part but sockets, and the server part itself will already monitor the presence of the file in the directory.
The first way is easier, but it will create some load on the server.
The second is technically more correct, but there will be difficulties in making it properly on the IIS server.
