Hello. For an ambitious project, an ambitious budget is needed. Considering that you mention C# as the programming language and a phone as the target platform, you are most likely looking to create your game based on a full-fledged engine like Unity or Godot. Even without ambitious ideas, creating a GTA-like game is just an enormous amount of work, not to mention the budget. But actually, my thought here is simple: "To create something at the level of GTA 3, GTA SA - you need a budget similar to that of GTA 3, GTA SA." Or at least something at a similar budget level. A few words about myself: I have two years of experience developing a game mod from scratch (in C#) for RAGEMP.
