А зачем именно службу (сервис) делать под эту задачу? Может, быть обычное приложение (напр., консольное) тоже подойдёт?
Оно-то разницы как бы большой нет, но как вы, например, Windows-службой управлять собираетесь? Только Старт-Стоп через Панель управления + Автозапуск?

Есть ли с компьютера, на котором будет работать служба, прямой доступ к БД (то есть через адрес сервера с ней и имя самой БД)?
Есть ли в БД дата и время добавления документа? Это бы ускорило работу программы, так как можно запрашивать только документы со временем добавления начиная от предыдущей проверки.
В каком виде нужны настройки (принтер, имя БД и т.п.): графический интерфейс, текстовый файл или может быть что-то ещё?
