Demolition of Telegram chat or Ak

The program allows sending complaints  to public
and private  groups or accounts if there are active links to them for further banning, demolition!

For operation  Telegram accounts are needed - from which complaints are sent (they are available)!

I am looking for a person who is knowledgeable only in this without other questions. Someone who knows their stuff and can provide a ready implementation option for the project directly in the messages.  The complaints themselves do not bring the desired result. A working option is needed!
