А по правилам, Вы должны указать ТЗ в описании проекта. Иначе каким образом ставить ставку? Что оценивать?
И по отзыву ясно, что нету чёткого ТЗ, и постоянно будут дополнения выходящие за рамки начальных договоренностей. И в итоге будет просто потрачено время и негативный отзыв.
