I can create a neat vector image of a character for you, fully ready for further work in Adobe Animate. I understand vector graphics and know how to properly prepare characters for animation: I will divide them into layers (head, arms, legs, etc.) to make it convenient to work with movements.
From my side, I suggest:
to create several facial expression variants so that you have an immediate set of emotions,
to prepare the character in an animation-friendly format (taking into account pivot points and proportions),
to save the source files in a way that allows for easy editing in the future.
