I have experience of implementing such a project, only with integration into telegrams. The problem with the managers was solved as follows: there was a telegram channel where the messages came, and each managers could press the button to answer and then the user clinged for him and the bot wrote him in the figure "With you will begin the dialogue." I think the same principle can be used in Viber.
If there is a need to implement both the telegram bots and Viber in one application, then 10000, because the telegram and Viber bots need to be written separately. Plus you will need to teach them to exchange signals (Manager pressed "responsive" in the telegram, in Viber it should appear that "responsive")
