Knowledge of Arduino UNO and knowledge of Arduino programming language Knowledge of communication protocols between Arduino and PC such as USB Knowledge of programming languages used on the PC including the ability to define the keyboard language on the PC Knowledge of the principles of the work of LEDs including color and brightness Knowledge of creating and adjusting software code for Arduino UNO that will properly interact with the PC and control LEDs on the printed plate Knowledge of testing and adjusting software code on Arduino UNO to guarantee the proper functioning of the device Knowledge of languages (except the programming language of Arduino ): C/C++, Python

Arduino UNO Mini is connected to a PC/Laptop using a C/Type A cable.
Arduino needs to read the keyboard language chosen on the PC
According to the chosen language, Arduino will include 1 of 4 SMD lightboards on the printed plate.
The printed plate has 20 sets of 4 SMD LEDs, all one color LEDs are connected and work as one whole.

Покажчик обраної мови можна зробити без застосування ардуіни. Тем пакще усі компьютери мають з'єднання мережою. Достатньо написати сервіс який буде надсилати на сервер (будь який комп) статус обраної мови.

Нам потрібно, щоб контролер реагував на зміну обраной розкладки

На мою думку тут або треба писати/ставити додаткову програму на комп'ютер або ж шукати такий контролер який мав би HID. Тоді думаю було б так як ви хочете
