I can basically do this based on user bots, using the Pyrogram framework.
But Telegram's policy does not allow adding users to a group in bulk at once. We can use one user bot to get the IDs of the users we need from the group (if the participants in the group are hidden, we can get the ID of those who wrote anything in the chat of this group). Then, we will either gradually add participants or use multiple Telegram accounts so that when one account "drops," we can immediately switch and use another.

If this option works for you, then I can basically do it. The price suits me. In terms of deadlines, it won't take long, I set a maximum of 5 days, in case of any problems in development.
