Вы не правы в корне и в вопросе не разбираетесь.
Если бы Вы удосужились посмотреть все-же, что там стоит VestaCP, то по логам поняли бы, что она обращается на порт 8080 - а именно на этом порту у Vesta слушает Apache, соответственно и хтакцесс там очень даже в тему.
Соответственно в мат. части Вы не разбираетесь, увы...
Не спешите судить специалистов.
